INGO - International Organisation 


The European Committee for Specialized Action for Children and Families in their Living Environment is an International Non-Governmental Organization, founded in 1988 following the national meetings of the National Forum for Educational Action in Open Environments. 

 For over 35 years, EUROCEF has been actively contributing to discussions and work related to education and social action in Europe. The organization is committed to defending and promoting the fundamental rights of children and families, while bringing its international expertise to national and European political bodies.

OUR MAIN ACTIONS

 COUNCIL OF EUROPE

EUROCEF  intervenes at the Council of Europe, as an expert and representative of civil society. He is an active member of the Conference of INGOs and holds participatory status in this capacity.

 EUROPEAN PROJECT

EUROCEF is engaged in the implementation of various European projects related to children's rights, family rights, and the protection of Human Rights. He chairs or participates in working committees of the CINGO.

 COLLECTIVE COMPLAINS

EUROCEF writes collective complaints aimed at denouncing the non-compliance of a state's law or its non-application, in order to improve the protection and living conditions of civil society.

  EVENTS

EUROCEF organizes festive events to reflect, debate, and raise awareness among social work professionals, the individuals being supported, and the general public on topics that address current concerns.


 RESEARCH - ACTION

EUROCEF participates in various scientific research with universities. He also organizes training sessions to share his expertise and evolve professional practices.

 Mobilization on May 15 with the Collective the 400 000

France - The 400,000 is a collective that includes EUROCEF, bringing together associations, institutions, federations, and civil society actors committed to child protection. United by the belief that everyone deserves a childhood that respects their rights and needs, the members of the collective call on public authorities to take concrete and urgent measures to ensure dignified and equitable protection for all children. - Click here​​​​​​

Gaps in Child Protection in Europe

Over the years, the Union has made progress in child protection, but according to a report from the European Union Agency for Fundamental Rights (FRA), serious gaps remain. Fragmented legislation and policies, division of responsibilities, and limited resources are all obstacles to establishing fully integrated systems for the protection of children and their rights. -  Click here​​​​​​

The effectiveness of child protection in France and at the European level

Publication - The various reports, statements, recommendations, assessments, opinions, and notes published in child protection reflect a deep malaise and an alarming situation. The interviews and investigations conducted during the research that this work concludes (October 2022 - June 2024) have confirmed this. A crisis of meaning, first of all, questions the role of actors and institutions as well as the objectives pursued, which are not clear. Does the law still protect the child? Impact of the cost of living crisis on social rights in Europe

The European Committee of Social Rights (ECSR) has published an analytical review on the impact of the cost of living crisis on social rights in Europe. Committee for Interreligious and Interconvictional Dialogue

On January 28, 2025, the Committee for Interreligious and Interconvictional Dialogue of the Conference of INGOs co-organized an online event titled: "For a Permanent Platform on Interreligious and Interconvictional Dialogue at the Council of Europe." Put an end to the collective expulsions of foreign individuals 

The Migration Commission, meeting on March 11, 2025, in Paris, expressed its concern over the growing divergence between international law and the practices of member states regarding collective expulsions of foreign individuals, reminding that such expulsions are "formally prohibited under Article 4 of Protocol No. 4 of the European Convention on Human Rights."(...). -  Click here​​​​​​

Protection of children against exploitation and sexual abuse 

The Council of Europe has launched a new online training on the protection of children against exploitation and sexual abuse. Press Release of the Committee on Migration Issues

A delegation from the Committee on Migration Issues of the Conference of INGOs visited Poland from February 10 to 14, 2025, to conduct an observation and analysis mission on the migration situation in the country. A new Hungarian law forces local authorities to violate human rights

The law infringes on the rights of LGBTQIA+ individuals to respect for their private and family life without discrimination, as well as on the freedoms of expression and assembly. The new legislation also impacts the decision-making autonomy of local authorities when they permit public demonstrations, as they will have to choose between adhering to the new law or upholding the human rights and fundamental freedoms of their communities.(...) -  Click here​​​​​​
